Guideline: Relocation Assistance for New Staff

The Australian National University (ANU) is a university of international and national significance. It relies on recruiting staff of the highest calibre to advance its core activities. The University provides for travel and removal expenses, including insurance, for academic and general staff recruited from all parts of Australia and from overseas.

(In some cases, where a post has been advertised only within the Australian Capital Territory (ACT), payment of these expenses may not be available.)

The policies and associated procedures take account of changes in relevant costs and in the travel and removal industry since the mid-1990s. Relevant definitions are as follows:

Place of Recruitment - Unless otherwise specified by the approving authority, the place of recruitment is the address to which the letter of offer of appointment is sent, except that Australians appointed from overseas may, on request, use grants for removal expenses to assist in moving to University locations personal effects already stored elsewhere in Australia.

Dependants - Dependants who are relocating with the appointee are covered by the terms of this policy. Dependants include children under 18 years of age and children and other relatives 18 years or over who are wholly or substantially reliant on the appointee for financial support and basic needs. Persons over 18 must also show that they have been reliant on the appointee for a substantial period and that they are more reliant on the appointee than on any other person or source. A person may also be considered a dependant if he/she relies on the appointee for financial support because of a disability.

Personal Effects - The grant for removal expenses covers household and personal effects, including the appointee's professional library and specialised equipment relating to the appointee's work at the ANU, together with storage of these goods in Canberra for a period not exceeding thirty days.

The University does not pay for removal of vehicles or pets.

It is the responsibility of the appointee to ensure that carriage of personal effects complies with Australian customs and quarantine laws.

1. General Information

1.1 Travel Grants

The University will pay economy class airfares by the cheapest and most direct route from the place of recruitment to Canberra, or other ANU location, together with airport tax and government passenger taxes where applicable. The University will also pay reasonable travel costs to the point of embarkation.

The method of payment of these expenses will normally be by reimbursement on production of receipts relating to travel costs. In some cases, payment may be made in advance.

Where an appointee and/or dependants elect to travel from the place of recruitment by means other than air, a travel grant of up to the equivalent of an economy class airfare, or vehicle mileage rate in Australia, whichever is the lesser, will be paid on production of receipts.

1.2 Removal Grants

The level of grant payable for removal expenses, including insurance, varies according to the following categories of travel undertaken by the appointee and dependants:

Appointment for more than five years from overseas, appointment from within Australia (other than Western Australia) and appointment from Western Australia

Appointment for five years or less from overseas, appointment from within Australia (other than Western Australia) and appointment from Western Australia

Maximum grants for appointments for more than five years

From overseas: up to $A15,000

From within Australia (other than WA): up to $A7,500

The recruiting area will set the amount to be granted, within these maxima, on a case by case basis and the relevant amount will be set out in the offer letter.

From Western Australia: up to $9,000

Maximum grants for appointments for five years or less

From overseas: up to $A15,000

From within Australia (other than WA): up to $A5,000

From Western Australia: up to $A7,500

For staff seconded from elsewhere in Australia, grants are as for staff appointed from within Australia as set out above, according to place of recruitment and intended length of service.

As with appointments of more than 5 years, the recruiting area will determine the amount to be granted, within these maxima, on a case by case basis and the relevant amount will be set out in the offer letter.

These grants may be used for all expenses relating to relocation for the appointee and dependants. Where expenses exceed the relevant maximum set by the University, the extra expenses must be paid by the appointee.

1.3 ARC and NHMRC grant holders

Relocation allowances are determined by the granting body and are set out in the relevant Conditions of Award document.

1.4 Medical Expenses

Medical expenses essential to the appointment will be paid in full by the ANU for the appointee only. Receipts must be produced. If no receipts are available, the appointee may be reimbursed up to the level of the current rate charged by Australian Government medical officers.

1.5 Visa Expenses

The University pays sponsorship fees but not visa application fees.

1.6 Recovery of costs on termination of employment

Where a staff member resigns before completing three years' service or the agreed term of a fixed term appointment of less than three years, a pro rate refund of the cost of travel and removal expenses made upon appointment may be required.

1.7 Staging accommodation

Temporary staging accommodation following arrival in Canberra may be available through University Accommodation Services. This service can be contacted on 6125 1100 or uni.accomm@anu.edu.au

1.8 Adjustments

It is intended that amounts of money quoted in this paper will be reviewed at least every three years to take account of inflation rates.
