The following changes to the delegations system were approved by the Vice-Chancellor: March 2008 Pro Vice-Chancellor (Education) Delegations At the beginning of 2008, a Pro Vice-Chancellor (Education) position was established in the University Executive. A review of the new PVC (Education) and existing PVC(Research) delegation profiles was undertaken and steps taken to establish appropriate delegations. Medical Leave Rules Delegations In December 2007, Council approved the Medical Leave Rules 2007. Several delegations arising from this legislation have been added to the Academic category of the delegations database as well as included in the profiles for both the Registrar and the Vice-Chancellor. January 2008 Director IIS Delegations During 1997, a major restructure saw the Information Infrastructure Services (IIS) budget unit replaced by three separate budget units: ANU Supercomputer Facility;System and Desktop Services;and Networks and Communications. The delegations profile for Director IIS has been removed and its delegations reassigned to the Pro Vice-Chancellor and Vice-Chancellor profiles. October 2007 Human Resources Delegations The approval of classification levels and remuneration packages for Senior Administrative Officer (SAO) positions have been reviewed to ensure that they are appropriate at the time of employment in relation to similar positions elsewhere on campus and external salary benchmarking. The classification of new positions in addition to the reclassification of existing general staff positions are now defined in category 3.42. Facilities and Services Delegations There is no longer a document called the Capital Management Plan and the Capital Management Plan as a financial statement is now closed. Revised delegations 6.2 and 6.3 reflect the current situation in relation to approval of capital management plans of the University, including capital works, maintenance and other expenditures relating to the physical assets of the University. College Chair, College Manager and Directors of Faculties, Centres and Research Schools New arrangements for ANU College Governance came into effect on 1 September 2007 and were noted by Council on 28 September 2007 (388/2007). The relevant delegation profiles have been revised to reflect the changes in title, roles and responsibilites referred to in paper 388/2007. June 2007 Registrar and Student Services Delegations The Registrar and Student Services delegations have been finalised following consultation with Divisional staff and with reference to the recently amended student legislation. Two new profiles have been created: Deputy Registrar; and Dean of Students. Existing profiles affected by these new delegations are: VC, DVC, College Dean, DPPR, CFO, Registrar, and Head of Budget Unit. April 2007 Academic delegations The academic delegations have been revised on the basis of approvals and authorities contained in the various pieces of student legislation. As a result of the changes, many of the approvals will now be actioned at the College level. Two new profiles have emerged from the academic delegations: Delegated Authority (DA), which replaces the Program Authority profile; and Course Authority (CA). Human Resources delegations The Human Resources delegations have been amended to include the extra College 'layer' within the nested delegations structure, for general staff approvals. The wording of the relevant HR delegations has also been amended to include reference to the relevant College/Divisional Staffing Committee terms of reference and recommendations. Wording in the approval levels for general staff has also been revised so that they are consistent throughout the HR delegations. March 2007 Financial delegation Changes have been made to the delegations system in relation to expenditure by areas against the Maintenance Levy (R94). A new Financial delegation 4.6A has been added to the Head of Budget Unit profile, to be transferred to nominated staff, that authorises expenditure against the Maintenance Levy as follows: "Authority to submit work requests for maintenance and small works funded against R94 (Maintenance Levy) (Funding of work against R94 is subject to agreement between the Director F&S and Head of Budget Unit)." Profiles affected by this change: Head of Budget Unit, PVC, PVCR, DVC, DPPR, VC November 2006 Changes have been made to HR and Financial delegations resulting from the new policy "Overseas Travel by University Staff and Students to High Risk Destinations". Two new HR travel delegations have been created and Financial delegation 4.13 amended to more clearly articulate the difference between approval of travel expenditure and approval to travel: Human Resources Delegations

October 2006 Human Resources Delegations Changes have been made to HR delegations resulting from: (1) A change in the Company Directorships, Secretaryships and Partnerships Policy: (a) Delegation 3.55: addition of wording to clarify pre-existing status of office holding; new delegates added - DPPR for general staff, DVC for academic staff; removal of Chair Finance Ctee as a delegate (b) New delegation 3.55A: addition of new delegation to address applications to hold office subsequent to appointment to ANU; new delegates as per 3.55 above (c) Delegation 3.56: wording of delegation amended to reflect policy and to denote holding of office subsequent to appointment to ANU; removal of Chair Finance Ctee as a delegate (2) A new OHS delegation (3.57A) has been added to the Supervisor profile: "Promote and maintain a safe workplace and safe systems of work in accordance with University OHS policies and procedures". This delegation has also been added to all profiles above Supervisor, ie. Head Dept, Admin Mgr, Head Budget Unit, DVCR, DVCE, PVC, PVCR, DVC, ADHR, DHR, VC. (3) The Deputy Director HR (DDHR) profile has been renamed Associate Director (HR) (ADHR). This follows a recent senior management restructure within the HR Division where the DDHR position was abolished and three ADHR positions created in its place. The three ADHRs will each head the following branches: Employment Services; Information & Workforce Planning; and Policy & Workforce Development (4) Changes to the Varied ANU Enterprise Agreement 2005-2008 in relation to employment without advertisement and the subsequent increased flexibility for this employment option and transfer of delegations to Deans and Directors (see delegations 3.32A-3.32F). (5) Delegation 3.33 relating to offers of employment changed to transfer delegation to Deans and Directors, excluding pre-retirement offers. New PVC (Research) Delegate Profile August 2006 Human Resources Delegations Employment related terminology in the University's policies, procedures and delegations has been amended to comply with HEWRR legislation. The changes were minor and do not change the delegation intent or the delegates. Profiles affected are: VC, DVCE, DVCR, PVC, PVCUC, Dean, Director, DHR, Head of Budget Unit, Head Dept and Admin Mgr. New profile for Deputy Director HR A new delegations profile has been created for the Deputy Director HR position to allow for transfer of responsibility of day-to-day decisions and approvals for University-wide HR matters. The new profile can be found here. July 2006 Academic Promotions Based on the new Academic Promotions policy the following amendments have been made to the HR delegations: Delegation 3.43 -
March 2006 Colleges Changes to delegations resulting from the new College arrangements as follows:
See letter from the DVC (Education) to all Deans and Directors outlining the new requirements for appointing staff to the role of 'Prescribed Authority'. College Deans are required, by 31 March, to advise the DVCE of their nominees to undertake the Prescribed Authority role within their College. Staff who currently have Prescribed Authority Graduate or Undergraduate delegations will cease to have authority to exercise these delegations from 1 April 2006 unless they are renominated by the College Dean. Research Management Delegations revised in keeping with the 'Linked Model' of research management and the recent changes to the procedures for applying for and accepting external funding. Delegations 9.2, 9.3, 9.4 and 9.6 revised as detailed in memo from Director, Research Office (click here to view). Changes to Form The Assignment of Delegations Profile form has been amended to take account of the changes identified above, ie. Grants Officer and PAG/PAU have been deleted from the form and PA added. The amended version is available here. January 2006 Executive 1.10b “Authority to sign MOUs and other agreements between
the University and other institutions in respect of exchanges, partnerships,
collaborations and affiliations: Agreements where a degree, diploma
or certificate program of the University is to be offered in whole or
in part in association with or by a partner institution in Australia
or overseas”. Formal procedure is for VC to approve ALL
such agreements (refer VC memo of 2 July 2004 outlining procedures for
development of linkages and cooperative agreements). 1.11 “Authority to sign Deeds and legal agreements and contracts
on behalf of the University”. Because of the level of devolution
to Deans and Directors the Vice-Chancellor has passed on this delegation
but limited it by “within area of responsibility and available
budget unit funds”. DPPR/VC retain delegation for “all
of University”. Human Resources 3.19 “Authority to appoint general staff including approval for
advertisement, selection criteria and further particulars, and composition
of selection committee”. DHR limit of up to SAO3 for any
budget unit has been increased to “all general staff”. 3.35A New delegation: “Approve Australian Workplace Agreements
for all staff”. (Delegates: DHR, VC) 3.42 “Reclassification of general staff positions”.
DHR limit of ANU8 and above for any budget unit has been increased to
“any general staff position, to any level”. Financial 4.16 “Authority to call for and accept tenders, limited or public, in line with University policy and procedures: For matters within area of responsibility”.
The words “excluding exemptions from tendering” has been
added for all delegates except the DPPR and VC for whom the words “including
exemptions from tendering” will be added. (Authority to
exempt from tendering resides only with the DPPR/VC.) 4.22a New delegation under the heading “Provision of Services”: “Authority to tender for services”. Delegates: This delegation gives formal authority to the HBU (or their delegate)
to provide services from within their area to other parties as part
of a tender process. 4.22b New delegation under the heading “Provision of Services”: “Authority to provide goods and services (including the signing of related contracts)”. Delegates: This delegation allows the HBU (or their delegate) to sign contracts
that result from a successful tender to provide services. Facilities & Services 6.10 “Authority to execute service contracts relating
to gas, electricity, cleaning and other campus-wide facilities management
arrangements.” DF&S limit has been increased from “up
to $500,000 annual expenditure” to “up to $1m annual expenditure”. Creation of two new delegate profiles to replace the Executive Director (Administration) delegate profile as follows: Director Policy & Projects (Resources) (DPPR) - Executive and Financial delegations previously held by EDA. Chief Finance Officer (CFO) - Investment delegations previously held by EDA and Financial and Facilities & Services delegations previously under DF&BS. Replacement of DF&BS profile with CFO profile. All EDA delegations have now been removed from the system. November 2005 Amendment of HR delegation 3.26 to include the Director HR as a delegate for Levels A-D. Delegation 3.36 has been made transferable. Amendment of HR delegation 3.38 to include the Director HR as a delegate for Levels A-D. September 2005 Amendment of HR delegation 3.33 to read as follows: Determine and issue contracts of employment [insert "(including the signing of pre-retirement contracts)"] August 2005 Delegation 6.7A amended to include the signing of related contracts. (Delegates: DF&S, EDA, VC) July 2005 Delegations profile created for the new position of Pro Vice-Chancellor (University Community). The PVCUC is the delegate for all University Accommodation matters. 11.3A New delegation: 'Prescribe academic and ceremonial dress for the University and related matters' (arising from the new Academic and Ceremonial Dress Statute 2005) (Delegates: VC, Council) Change in name of the delegate profile 'Development Manager' to 'Director Foundation & Alumni Relations' (DFAR) January 2005 Executive: Human Resources: 3.20 Removed DVCE, DVCR, PVC as delegates 3.26 New sub-category added under "Academic appointments without advertisement": "For appointments where the person is named in a grant" (Delegates: Dean/ Director) 3.34 "Approve changes in employment arrangements [add words 'excluding contracts']" 3.37 Removed DVCE, DVCR, PVC as delegates 3.56A New delegation: "Approve Student Internships Programs" (as per EA Clause 53) Delegates: DHR, EDA, VC 3.58 Changed "Planning and Performance Reviews" to "Career and Performance Development" (as per EA). October 2004 New delegations added: 2.18.8 Authority to withhold testamur where fees remain unpaid (Sole Delegate: VC) Amendments to delegations: 2.16 Approve granting of award. Amend to read "Approve conferring of award" (Delegates to change from DVCE, VC to VC, Pro-Chancellor, Chancellor) August 2004 The Vice-Chancellor has recently approved the addition of a new set of academic delegations to the delegations system. These delegations have resulted from the new and revised student legislation approved by Council this year. The academic delegations have been drafted on the basis of approvals and authorities contained in the various pieces of student legislation, and relevant clauses and links have been included as a guide. Two new delegate profiles have emerged from the academic delegations: Prescribed Authority - Undergraduate (PAU); and Prescribed Authority - Graduate (PAG). These two profiles will replace the current Prescribed Authority profile to reflect the current practice of most areas to split the PA role between staff that deal with undergraduate students and staff dealing with graduate students. June 2004 Academic delegations February 2004 Dean/Director leave approvals: The Vice-Chancellor
has delegated responsibility for approving Dean/Director absences, including
the approval of proposed acting arrangements, to the
Director, Human Resources. Please note, an Acting Dean/Director
needs to be shown on your delegations summary table. Change to HR delegations regarding Academic Status. Delegations 3.30 and 3.31 have been combined into one delegation (3.30) to allow Deans/Directors to approve award, and extension, of full, clinical and adjunct status for Academic Levels A-D within own budget unit. Previously, the delegations for Deans/Directors allowed for approval of adjunct appointments for Levels A-C and did not specify any limits for awarding full and clinical status. This change is reflected in the Dean/Director profile and is consistent with the current HR policy on Academic Status. |
